The development’s master plan is approved as per 3 City of Niagara Falls Zoning By-Law Amendments, which allow for 3 distinct buildings or towers along with their associated sites which are subdivided from the main 7.5 acre parcel of land.  Within each building the use can change as follows:

NORTH TOWER                     Zoning By-Law Amendment         2012-81
The building’s mass and site of 2.3 acres is to be the same for both a 40-storey and 42-storey building and allows for either of 2 building uses:
Condominium       40 storeys with 300 units/423 parking spaces
Hotel                        42 storeys with 690 units/482 parking spaces

CENTRAL TOWER                 Zoning By-Law Amendment         2012
The building’s site is 3.7 acres and this building keeps the historic Loretto Building and uses its area to provide amenities for the proposed:
Hotel                       57 storeys with 800 suites/537 parking spaces

SOUTH TOWER                     Zoning By-Law Amendment         2012-82
This building is to be 32-storeys on a site of 1.5 acres and within its building mass allows for either of two building uses:
Condominium         32 storeys with 230 units/326 parking spaces
Hotel                          32 storeys with 484 units/334 parking spaces

There were three main design criteria in the development of the master plan:

  • Keep the existing Loretto Building and incorporate it into the development and add the 4th floor with its mansard roof and cupola which was destroyed by fire in 1938
  • Maintain the historic green area on the east side of the site facing the Falls; and create a park like setting for the entire development which continues into the Queen Victoria Park vista of Niagara Falls
  • Provide maximum views of Niagara Falls and the Upper River from the Condominium and Hotel units as well as associated amenity areas

The property has great potential with respect to its proximity and view of Niagara Falls and its location across the street from the new Scotiabank Convention Centre.  The developers have visualized a quiet oasis in the middle of a flourishing and economically sound area in a world class destination.
